CPS Energy's Citizens Advisory Committee
|
Since its inception in 1997, the Citizens Advisory Committee (CAC) has been a channel for providing community input directly to the CPS Energy Board of Trustees and staff. CPS Energy staff briefs CAC members each month on utility-related projects, programs and strategies. Committee members discuss these community issues, identify strengths and offer suggestions for improvement.
The Citizens Advisory Committee has 15 members, 10 of whom are recommended by each of San Antonio's 10 City Council members. Each of these officials is encouraged to nominate candidates who reside, own or manage a business establishment within the boundaries of their district. The other five members at large are chosen from among those who submit applications and are selected by the CPS Energy Board of Trustees. All CAC members must be customers of CPS Energy and reside in the utility's service area.

Joseph Fonseca CAC Chair and District 6 Representative
Fonseca has taught political science at Northwest Vista College since 2004. He holds master’s degrees in political science and international relations.

William H. "Trip" Worden III CAC Vice Chair and Member at Large
Worden is president and chief operating officer of Universal Bookbindery Inc., a custom manufacturer of books, ring binders, menu covers and special packaging.

Katrina A. Glavan-Heise Member at Large
Glavan-Heise is an active duty Air Force colonel with 23 years of service. She is currently assigned to Wilford Hall Medical Center as Chief Nurse for all inpatient nursing operations.

Kyle Lindsey Member at Large
Lindsey is a custom home builder with 17 years of experience in the residential construction industry in San Antonio and the Hill Country.

Michael Moczygemba Member at Large
Moczygemba retired after 28 years with USAA where he worked in the Marketing Department. He is a native of San Antonio and a graduate of Trinity University.

Martha Mundy District 1 Representative
Mundy has worked in various capacities at SACU since 1990. Previously, she was executive secretary at International Bank of Commerce and Westpoint National Bank.

Howard T. Ray District 2 Representative
Ray is a retired U.S. Army sergeant major. After retiring from the military, Ray entered civil service at Fort Sam Houston and retired in 1997 with 45 years of federal service.

Evanleen Schmuekle District 3 Representative
Schmuekle is the president of the Highland Park Neighborhood Association as well as president of Friends of McCreless Library Executive Board and Friends of San Antonio Public Library.

Dr. Beck Steiner District 7 Representative
Dr. Steiner is a retired Air Force major who served as chief of the Medical Services Processing Unit at Lackland Air Force Base that coordinates physical and dental exams for service members.

Joe Shockney District 8 Representative
Shockney retired from Ultramar Diamond Shamrock as vice president of planning and development and served as a consultant on electrical issues and special projects.

Ram Khatti District 9 Representative
Khatti is a senior consultant with NuStar Energy. He has been involved in strategic planning and market analysis in the energy industry for more than 35 years.

Randy Carroll-Bradd District 10 Representative
Carroll-Bradd is an industrial engineer and operations manager for a company that manufactures and installs cellulose insulation made from recycled paper.
