The CPS Energy Board of Trustees, in accordance with bond ordinances, governs the natural gas and electric utility. The Board consists of four citizens representing the four geographical quadrants of the city of San Antonio and the mayor of San Antonio who serves as an ex-officio member. Trustees must reside within the CPS Energy quadrant that they represent. Board members serve for a term of five years and are eligible to serve an additional term.
The Board meets on the last Monday of each month at 1:30 p.m. in the Board Meeting Room located on the first floor of the CPS Energy General Office Building located at 145 Navarro. See our Board of Trustees' agenda and meeting schedule.
Meet the Board of Trustees:
Charles E. Foster Chair
Charles Foster, chair of the Board of Trustees, represents the northwest quadrant of the CPS Energy service territory. Before his retirement, he worked for AT&T for 40 years, most recently serving as the group president of nontelephone subsidiaries.
Derrick Howard Board Vice Chair
Derrick Howard currently serves as vice chair of the Board of Trustees and represents the southeast quadrant of the CPS Energy service area. As executive director of Freeman Coliseum, Howard oversees contracts, manages budgets and monitors capital improvement projects at the facility.
Stephen S. Hennigan Trustee
Stephen S. Hennigan is senior vice president and chief financial officer for San Antonio Federal Credit Union. He has represented the northeast quadrant of CPS Energy's service area since 2001. As a certified public accountant, Hennigan has extensive experience with financial markets and has worked in the financial services industry since 1989.
Dr. Homer Guevara Trustee
Dr. Homer Guevara, an economics professor at Northwest Vista College, joined the Board of Trustees in March 2009. He represents the southwestern quadrant of CPS Energy's service territory. Guevara joined the Northwest Vista College faculty in 2001 before becoming chairman of the college's business and government department.
Mayor Julian Castro Trustee and Ex-Officio Member
Mayor Julian Castro, as current mayor of San Antonio, serves an ex-officio member of the Board of Trustees. He will remain on the Board through his mayoral term.
