Contract Services

CPS Energy must adhere to state law (Public Utility Regulatory Act of 1995 along with its amending Senate Bill 7) for all of its procurement activities.  The following information provides for an overview of the procurement process at CPS Energy in order to make doing business with us as easy as possible for Contractors who are interested in our services contract solicitations (bids and proposals).

  • All procurements of $25,000 and above are made through a competitive solicitation process. 
  • Competitive solicitations over $50,000 will be advertised and will adhere to the guidelines set forth within each bid solicitation.
  • Where the value of the solicitation is estimated in excess of $50,000, a public bid opening may be held. 
  • If held, attendance to the bid opening is not limited only to respondents of the solicitation. All bid openings are open to the public. 
  • Inquiries regarding bid solicitations should be directed to the Buyer/Analyst responsible for the commodity or service in question. After the bids are received, the Buyer/Analyst creates a summary of the bid submittals, followed by an evaluation and a recommendation for award provided by the requesting business area. 
  • Regarding procurements wherein a Contract document governs, a letter is provided by the Buyer/Analyst to the recommended awarded vendor conveying the instructions of execution i.e. review the proposed Contract, sign two copies of the Contract documents and provide certification of insurance and necessary bonds, if applicable. 
  • After CPS Energy reviews and approves the required documents, the awarded vendor is sent its copy of the Purchase Order and accompanying Contract allowing work to begin. 
  • All solicited vendors are sent a letter advising them of the award of the solicitation.
